Administrative Services Manager

Job Summary:
The Administrative Services Manager is responsible for the development, implementation, coordination and administration of functions related to Human Resources. The Administrative Services Manager will be a member of the IT Support Group and have direct responsibility for Mobile Phone/Broadband Administration. This position is also responsible for office management, ensuring that the office environment is functioning at the highest possible level.

Essential Duties and Responsibilities:

Human Resources (65%)
Guides and manages the overall provision of Human Resources services, policies, and programs for the company. Including but not limited to:
All payroll related activities including:
o Employee profile development and management in ADP system.
o Payroll preparation and processing via ADP.
o Payroll posting to Navision.
o Indirect management of state and federal taxes and all relative reporting.
o Management of OTO program.
o Preparation of annual payroll/payroll burden budget in conjunction with CFO and Controller.
Management of 401(K) payroll contribution program, reporting, annual census and profit distribution communication.
Involvement, direct or indirect, in creation of Job Descriptions.
Development of drafts, reviews and recommendations of policy and procedures and maintenance of employee related documentation.
All employee benefit programs in conjunction with benefits broker. This duty includes review, recommendation and implementation of health plans and preparation of annual budget.
Guidance and support to personnel for all Human Resources-related needs and activities, including interpretation and application of Company policies and administration, performance management, conflict resolution, employee concerns, and disciplinary procedures.
Collaboration with benefit providers and employees to resolve benefit issues.
Management of, and collaboration with, outside HR resources for policy, procedure and document creation and management.
Liaison with Temporary Staffing Agencies for staffing needs.
Staff recruiting and preliminary candidate evaluation and recommendation process.
Ensuring hiring manager and team preparedness throughout the hiring process, managing interview and selection method in a manner that is both efficient and professional.
Preparation of position offer letters to candidates, clearly communicating all aspects of employment, including salary, benefits, and other applicable terms.

IT Administration (10%)

As part of the IT Support Group works to provide an environment where technology is a seamless tool for employees. Responsibilities include but are not limited to:
Helping to resolve MIS/IT-related issues and provide follow up and/or answers in a timely manner.

Office Management (25%):

Provides an office environment that runs effectively and efficiently with appropriate supplies and equipment. Includes but is not limited to the following:
Order and maintain accurate levels of supplies for the office.
Provide support in the organization, tidiness, inventory and condition of supplies and equipment in Kitchen, Conference and Storage Rooms.
Help with general up keep and daily maintenance of the office.

Requirements:

BA/BS in Business Administration or related field required.
Minimum three years of experience in Human Resources essential.
Proven familiarity with payroll software systems, ADP knowledge a plus.
Solid experience in financial accounting, especially as related to budget mangement.
Demonstrated proficiency in Microsoft Outlook, Work, Excel, and HRIS systems.
